Through the project, there will be a single database on the poor and all the institutions that distribute aid will move according to this database," Yazıcı said, speaking to Hürriyet Daily News & Economic Review.

The project, which is conducted by the ministry responsible for foundations, will prevent people who get aid from the municipality, civil society organizations and the state from taking aid from multiple sources at the same time, and consequently more people will benefit."Our final aim in the project is to collect aid at the center. There will be a password for the database and the responsible institution will be a social assistance institution," Yazıcı said.

"When the poverty map is completed, all the aid will appear as well. The state, first, will determine who are the really poor people and they will be given priority. We want to implement the project as soon as possible. Work still continues, and our aim is to launch the project in 2010," he said.

The project will be carried out with the participation of the Labor Ministry, State Planning Organization, civil society organizations, municipalities, related institutions and the General Directorate of Social Assistance and Solidarity Fund.

The result of research on the analysis of the effect of social aid showed that people heed particularly to ’aid in kind’ more than cash. "It means that they want aids like coal, food and market checks. Women especially are in favor of this type of aid because their husbands confiscate cash," Yazıcı said.

On claims that aid is distributed by partisanship, Yazıcı said that such claims are not true.

"The social assistance institution mostly makes financial aid. We send a fund of YTL 50 million to provinces each month. The money is distributed to the poor according to their needs. So, partisanship is out of the question for social aid. We do not distribute aid when the elections beckon, we distribute it throughout the year," he said.

Yazıcı also said when his party came into power in 2002, only 1.5 percent from the social assistance fund was allocated to the projects, bur that the amount had increased to 22.5 percent today.

"We support those who want to open business as long as they come to us with projects," he said.
